The Wairaki Stream project at Lynfield Cove

Auckland Council is funding design and consent work to daylight about 120 metres of buried Wairaki Stream at Lynfield Cove, on the Manukau Harbour. The $509,000 Puketāpapa Local Board package covers the consent application, planting and pest work upstream. Construction is a later capital decision.

The Wairaki Stream project at Lynfield Cove

Wairaki Stream is a short urban waterway in Lynfield, on Auckland's Manukau Harbour coast. It runs about two kilometres from headwaters behind Lynfield town centre, through public reserves, and out at Lynfield Cove. Council is now funding design and consent work to uncover a buried lower section so the stream can flow in the open again before it reaches the harbour. That work is called daylighting. On the ground it means removing pipe and forming an open channel through reserve land.

The current funded package also includes planting, pest planning and weed control further up the catchment, between Caronia Crescent and Oriana Avenue. The channel at the lower reserve is the part that changes how the cove park looks and works.

Where the stream is

The upper reserve is Wairaki / Lynfield Reserve (also called Wairaki ki uta). The lower corridor is Wairaki Stream Reserve (Wairaki ki tai). Houses sit on the ridges. The gully itself is mostly public open space, with native bush, walking access, and a stream fed in places by stormwater pipes from surrounding streets.

The mouth is at Lynfield Cove, between Blockhouse Bay and Wattle Bay. From there the water enters the Manukau Harbour. Safeswim monitoring has ranked Lynfield Cove among the poorest swimming sites on that harbour. That record is one reason Council and the local board treat the catchment as a priority.

The catchment is small, about 1.25 square kilometres in a 2009 assessment, with a high share of hard surfaces (roofs, roads, drives). That share has likely risen with later housing intensification. Urban runoff is a large part of what the stream carries.

How the mouth got its present shape

Before suburban Lynfield was built out, the lower stream met the harbour as a tidal, muddy, rocky mouth. In the 1950s the suburb grew and the reserves around the stream were enlarged. In the 1960s Auckland City Council built a stone wall at the creek mouth, backfilled the tidal section, and put the lower reach into a culvert. The filled ground became a grassy recreation area and beach access. That park is what most people know as Lynfield Cove reserve today.

Public descriptions put the remaining piped length at about the last 100 metres. Some Council material refers to a longer tidal reach. Either way, the live proposal is to take that buried outlet out of pipe and put an open channel in its place.

The idea is not new. In May 2013 Riley Consultants produced a geotechnical and environmental investigation for proposed stream daylighting at Wairaki Reserve, Gilletta Road. Later catchment planning kept that option on the list. What has changed is that the local board has now put money against design and a resource consent application.

What Council is funding in 2025 and 2026

Puketāpapa Local Board's 2025/26 environment programme allocated $509,000 to Wairaki Stream work. That is more than half of an $840,000 local environment package. Board material describes the project as including daylighting (taking the waterway out of pipe so it can take a more natural form), an integrated pest management plan, native planting, pest plant removal, and extra weed control on private properties between Caronia Crescent and Oriana Avenue. The work is described as a two year programme for those elements.

Healthy Waters' work programme item is more specific on the pipe. It describes daylighting about 120 metres of piped watercourse in Wairaki Stream Reserve, in the Hillsborough stormwater catchment, discharging to the Manukau Harbour. Two pipes are named: a 1500 mm pipe and a 2050 mm pipe.

The same item sets out the sequence:

Year one: gather reports, work through design, apply for resource consent. That stage is treated as operating expenditure.

Later years: finish consenting and detailed design, then construction, if the local board supports a capital budget.

So the project now in front of the public is a design and consent project. Construction is a later decision.

Annual Plan material for the board area also lists continued work to improve the natural environment and water quality of Wairaki Stream, including uncovering part of the stream that flows through a culvert, and notes a flood benefit as well as an ecological one.

Other work already done on the same stream

The channel project sits on top of years of smaller work.

Friends of Wairaki Stream formed in 2018 to look after the catchment, including Lynfield Reserve and Wairaki Stream Reserve. Early jobs included removing dumped rubbish and an abandoned car from the waterway. The group still does planting and pest plant control with Council and other partners.

After the 2023 Auckland Anniversary Weekend floods, debris filled the valley. In August 2024 Council used a helicopter to lift more than 50 tonnes of fallen trees and large organic matter out of Wairaki Stream Reserve. The reserve and Lynfield Cove beach were closed for the work, then reopened earlier than first advertised. Staff said the clearance would reduce flooding pressure and landslip risk in heavy rain. That job was maintenance of the existing open reaches, not the new channel. It does show how much wood and slip material this gully can generate.

In 2022 the lower and upper reserves received dual Māori names, Wairaki ki tai and Wairaki ki uta, as part of the Te Kete Rukuruku naming programme. Wairaki is the ancestral name for the stream. Historical accounts describe it as a mahinga kai site for whitebait species (kōkopu, kōaro, īnanga) and tuna.

What daylighting is meant to achieve

Daylighting is the practice of taking a stream out of an underground pipe and forming an open channel. Auckland has completed similar jobs elsewhere. La Rosa Stream in Green Bay, for example, removed about 200 metres of culvert, built a new channel, added pedestrian bridges and paths, and planted a wide riparian margin.

For Wairaki, Council's published benefits for the 120 metre section are:

Improved water quality, by restoring natural flow and giving runoff more chance to slow and process before the harbour.

Ecosystem connectivity, including wildlife movement and fish passage between the harbour and the upper stream.

A more natural stream form in the reserve, with planting and habitat along the banks.

Amenity: an open watercourse people can see and walk beside, rather than a grate and a buried pipe.

Some flood and infrastructure resilience, if the new channel carries storm flows more reliably than the existing pipes.

Those outcomes depend on design. Channel size, bed shape, bank planting, how the outlet meets the tide, and how debris is managed after storms will decide whether the finished job matches the list above.

Limits are also part of the picture. Lynfield Cove's swimming-water problem is generated across the whole catchment, including wastewater faults, private laterals and road runoff. Opening the last piped section can help at the interface with the harbour. It does not replace repairs further upstream. An open channel can also collect trees and slip material, as the 2024 clearance showed, so maintenance has to be funded after construction, not only during it.

The 1960s fill created usable lawn and beach access. An open intertidal or lower channel will take some of that flat ground. Good design can replace paths, keep beach access, and make the water an amenity. That replacement needs to be drawn, not assumed.

The coastal strip also has recorded archaeological sites, including middens, ovens and pā. Any bulk earthworks have to account for that record.

Wairaki Stream Reserve sits in a suburban gully that already functions as public open space. The funded 120 metre section is inside this corridor, discharging toward Lynfield Cove.

Approvals required before construction

A vision document and a local board budget line do not authorise digging. Construction needs statutory approvals.

Resource consent under the Resource Management Act 1991 and the Auckland Unitary Plan is the main gate. Typical chapters for a job like this are:

Chapter E12, earthworks: volume, slope, sediment control, and contaminated land if testing finds problems in the 1960s fill.

Chapter E3, lakes, rivers, streams and wetlands: bed disturbance, a new channel, structures, erosion, and fish passage.

Coastal provisions if the outlet or any part of the works sits in the coastal marine area, below mean high water springs.

The National Environmental Standards for Freshwater, if natural inland wetlands or certain stream bed rules are triggered.

The National Policy Statement for Freshwater Management, including Te Mana o te Wai, will sit in the policy assessment. It does not remove the need to describe and manage effects.

Activity status is likely restricted discretionary or discretionary. Public notification is decided case by case. A channel through a used coastal reserve into a monitored swimming beach is the kind of application the public should expect to see in full.

If recorded archaeological sites are affected, an authority under the Heritage New Zealand Pouhere Taonga Act 2014 may be required before bulk earthworks.

The land is reserve. Changing how the open space functions (lawn and beach access versus an open channel and planted banks) is also a parks and local board matter. Capital for construction, if it proceeds, would go through the Local Board Agreement and, for a larger sum, the Long term Plan.

Mana whenua (including Te Ākitai Waiohua, Ngāti Tamaoho and Ngāti Whātua Ōrākei in earlier catchment work) are part of the project's history and will be part of consenting and design. That sits alongside the RMA process, not instead of it.

Timeline in plain terms

2013: engineering and environmental feasibility for daylighting at Wairaki Reserve / Gilletta Road.

2018: Friends of Wairaki Stream begins regular volunteer work.

2019 to 2022: local board funds catchment planning with mana whenua and Council departments. A July 2022 Boffa Miskell report lists design and consent for the culverted intertidal reach as an action. The board adopted that report in August 2022 as guidance for later work. It is background, not a construction approval.

2023 floods: debris fills the valley.

August 2024: helicopter clearance of more than 50 tonnes from the reserve.

2025/26: $509,000 local environment funding for Wairaki work, including design and a resource consent application for about 120 metres of pipe in Wairaki Stream Reserve, plus planting and pest work mid catchment.

Next public steps to watch: lodgement of the consent application, any notification, detailed design drawings, and a later capital decision if construction is to start.

The project, as it stands in September 2026, is a funded design and consent stage for opening about 120 metres of piped Wairaki Stream in the lower reserve, together with planting and pest work upstream. Whether a channel is built through the cove park depends on that consent, on detailed design, and on a later capital vote. Those are the papers that will show the width, depth, alignment and cost of the works people are already arguing about.
